What is Platon Electronic Toll Collect System? What is the purpose of system creation?

Platon ETC system is created in order to charge fees from owners of vehicles exceeding 12 tons of gross vehicle weight (HGV N3 sub-category) in order to offset the damage caused to the road surface. The received funds will be credited to the Federal Budget of the Russian Federation and allocated for maintenance of highways, financing construction and repair works and improvement of road and transport infrastructure. Project implementation will ensure reaching target points of the program “Development of the Russian Transport System (2010-2020)” (subprogram — “Highways”), while reducing the burden on the state budget and improving transportation and operational state of the Russian federal highways.

How to register with the ETC System Register?

Registration as an HGV owner, as well as registration of a vehicle is available against providing all necessary information and documents:

  • in Toll Service Offices established throughout the Russian Federation;
  • on the system website via Customer portal;
  • in toll collect terminals when registering a Toll Ticket.

How to get a login and password to access Customer portal?

Login and password to Customer portal is provided to HGV owner after successful registration in the ETC system register at the Toll Service Office or online.

What are the benefits of using Customer portal?

Using Customer portal by a registered HGV owner makes it possible to do the following remotely and without contacting the Toll Service Office:

  • include and exclude one’s vehicles in / from the Register;
  • change contact data of HGV owner or authorized persons in the Register;
  • pay a fee to offset caused damage by means of top-up in your Customer portal using a bank card;
  • register, pay for and cancel a Toll Ticket, as well as receive information about Toll Tickets;
  • receive information on cash flow under Account, as well as information on making payments;
  • create groups of vehicles and assign group managers;
  • send requests to an Operator and receive information on results of considered requests.

Is there any mobile application for toll collection? Where one may download it from? It is free?

Applications are available for free installation through built-in application stores (AppStore, Google Play and Windows Store). A successfully registered HGV owner may take advantage of Customer portal functionality via the Mobile Application.

What services are provided by Toll Service Offices?

Toll Service Office provides the following services to HGV owners:

  • provision of information about the ETC system including in a form of a booklet or other information materials;
  • registration as HGV owner in the ETC system register in accordance with the registration procedure;
  • registration of HGV in the ETC system register in accordance with the registration procedure;
  • introduction of changes to the data specified at registration in the ETC system register;
  • conclusion of agreement with Electronic Toll Collection Operator for free-of-charge use of the On-Board Unit (OBU), issue of OBU and briefing on installation and use of the unit;
  • provision of information on estimated fee and procedure of its transfer to the Federal Budget;
  • provision of information on the status of Account including funds crediting and withdrawal history, as well as other information related to settlements;
  • provision of information on advance estimation of payment for a planned route;
  • top-up the account;
  • return of funds failed to be transferred to the Federal Budget as a payment for offsetting the damages;
  • issue and, if necessary, cancel a Toll Ticket;
  • provision of information about one’s personal data in ETC system;
  • sending request to an Operator followed by its documented registration and provision of information on the progress of consideration of the matter;
  • provision of information on the Electronic Toll Collect system.

What are the grounds for charging a fee? What transport vehicles are to pay the toll for using the Russian federal highways and which ones are exempt from the payment?

The amount of toll and the list of vehicles that are exempt from the payment of the toll is available on the Tariffs and Conditions page.

How data on vehicles movement is collected for toll estimation?

Once an On-Board Unit is installed and activated, the information on an HGV (N3 sub-category) movement is collected via GLONASS or GLONASS / GPS satellite navigation technologies and processed automatically. The data on the route travelled are sent via mobile operator networks to the Data Processing Centre at predetermined intervals. The amount of toll is automatically calculated based on such information collected during 24 hours.

Should the vehicle has no OBU installed, the HGV owner is required to register and pay for the Toll Ticket prior to the start of the journey. In the process of driving, the vehicle should strictly follow the chosen route. The compliance with the route chosen is monitored by ETC Operator through mobile patrols and stationary control systems.

How to pay in advance for moving along a Russian federal highway?

One can pay in advance for offsetting the damage to be caused by top-up of Account and / or registering a Toll Ticket.

The HGV owner may credit the funds to their Account by one of the following ways:

  • by bank transfer;
  • by payment card;
  • via Customer portal or Mobile Application;
  • via Toll Collect Terminal;
  • in a Toll Service Office.

System user can find the bank details for non-cash payment in the Customer portal or at a Toll Service Office.

Does emission class of a vehicle affect the amount of fee to be paid?

No, it doesn’t. The emission class of a vehicle does not affect the amount of the fee charged for offsetting the damage caused to Russian federal highways by vehicles exceeding 12 tons of gross vehicle weight.

Is it safe to share information with you?

All the information provided to ETC Operator is processed and stored in accordance with the Law no.152-FZ “On Personal Data”.

Why does a commercial entity collect state-related funds?

In accordance with the Order No. 1662-r of the Government of the Russian Federation dated 29 August 2014, RT-Invest Transport System LLC has been defined as a special purpose entity performing a full cycle operations for System creation, as well as functions of Electronic Toll Collection Operator.

Where complaints can be filed?

You can file a claim either via Mobile Application, in your Customer portal, by e-mail, in verbal or written form in Toll Service Office or Call Centre.

How to configure notification on reaching a set account balance threshold?

To configure notification in case of reaching a certain balance threshold in the account you need to:

  • click “Edit” button in the “Profile” section on the “Settings” tab;
  • tick “Enable low balance alerts” (or untick if you no longer want to receive notifications);
  • enter a value of balance threshold to trigger notification for each individual account;
  • press “Save” button to save the settings or “Cancel Editing” if you do not want to save the settings.

Notifications will be displayed in the Customer portal and sent to your email address.

Please be advised that in case an HGV is equipped with an on-board unit and no payment deferral is available for the vehicle, once the amount of cash balance is reduced to a level sufficient to travel only 100 km for each vehicle equipped with OBU listed in the account, a low balance notice appear in the Customer portal. This function operates independently of other settings and such notifications cannot be disabled.

How often reports can be downloaded?

Each report created in the Customer portal can be downloaded no more than once in 2 hours by each contact person. Please be advised that statement and logistics report are generated by the system and sent to the email of contact person requesting such report in the Customer portal.

How to change an email address?

HGV owner may file information about data change with the Electronic Toll Collection Operator including via Customer portal section “Appeals” and attach an application of data amendment. Change of email address in the Customer portal is not possible.

How to find out information about account status and transactions?

The information on the account status and transactions is available to users registered with the System Register in the Customer portal and Mobile Application, in Toll Collect Terminals and can also be obtained by contacting a Call Centre or Toll Service Office.

Who can top-up the account

An HGV owner or their representative.

What is the minimum sum to remain on account of System user?

There is no restriction on the minimum amount of money in the account. The system user needs to bear in mind that in case with OBU installed the amount on the account must be sufficient to move down Russian federal highways. If there is not enough money on the account, in order to avoid committing an administrative offense, the System user should take care of timely replenishment of the account in advance or register a Toll Ticket.

How to find out bank details of ETC Operator for bank transfer?

The System user can find out the bank details for non-cash transactions either in the Customer portal or at the Toll Service Office.

What should be done if payment fails to reach the account, has not been credited in full or an error occurs when topping up one’s account via System / partner toll collect terminal, Customer portal or by bank transfer?

In the event that the payment fails to be credited to the account within the timeframes specified in the Procedure for interaction with HGV owners, not credited in full or an error occurs during the payment process, the HGV owner should contact the Toll Service Office or the Call Centre and produce the copies of payment documents to find out the reason of failure of crediting / incomplete crediting of the sum and determine further actions.

Is there any commission fee for making payment of toll via terminal?

No commission fee is charged, if the sum of toll is paid through own network of toll collect terminals of the ETC Operator.

Is a Vehicles Group Manager allowed to transfer funds from account to any other additional account or withdraw them from the System?

This is not technically available in the system.

Is it possible for an HGV owner or their representative to transfer money between their accounts?

To transfer the funds between the accounts, an HGV owner or their authorized representative is required to file an appropriate application with the Toll Service Office. It is not possible to transfer the funds independently between the accounts within Customer portal.

Is it possible to top up the account from bank account automatically?

You can find out about automatic replenishment of the account from a settlement bank account by contacting a bank where you have a bank account. Should the bank provides this kind of service, you will be required to execute necessary documents for periodic transfer (auto payment) of funds under bank details of the ETC Operator (the details are indicated on the website in the corresponding section — follow the link).

Toll Tickets

What is an expiration date of the Toll Ticket?

The Toll Ticket expires in 7 days from the date and time specified in such Toll Ticket.

Please be advised that the Toll Ticket can only be cancelled prior to its validity period as specified in the Toll Ticket.

Can I use the Toll Ticket right after purchasing it via mobile application or customer portal on the website?

The Toll Ticket can be used once it has been registered and paid for.

Where can I find my Toll Ticket once I have successfully paid for it via mobile application? Do I have to print it out?

All generated Toll Tickets can be found by System user in the corresponding section of Customer portal or Mobile Application. To move down the Russian federal highways, it is not necessary to print out the Toll Ticket, as the System checks the fact of payment in automatic mode.

How to cancel a Toll Ticket? Can I exchange my Toll Ticket in case of changed route? What kind of route changes can be made?

In case of a route change, vehicle breakdown or in other circumstances the Toll Ticket can be canceled only prior to its activation time specified in the Toll Ticket via Customer portal, Mobile Application, Platon toll collect terminal, at a Toll Service Office or by contacting a Call Centre.

You cannot exchange a Toll Ticket. In order to make any changes to the route, the user must cancel the Toll Ticket before activation time specified in the Toll Ticket when issued and register a new one.

Starting from 15 November 2016, the issued Toll Ticket may be cancelled only prior to date of its activation (the date and time of starting the journey) as per the Order of the Government of the Russian Federation No. 1182 dated 14 November 2016.

How to register a Toll Ticket if I have registered, but have not got access to my customer portal?

After registration and obtaining documents confirming the specified data, your data is sent for verification. Once the submitted documents have been successfully verified, you will be granted access to the Customer portal.

Prior to the moment of getting access to the Customer portal, in order to register a Toll Ticket on the website:

  1. go to “New User” section;
  2. go to the “Already Registered, Awaiting Confirmation” subsection;
  3. follow the instructions.

You can also register Toll Tickets in any Platon toll collect terminal.

How to get Toll Ticket issued by template?

A user is free to create a toll ticket template in the customer portal. To do this:

  1. Fil in the form for Toll Ticket generation
  2. A “Save Template” link appears at the bottom of the form
  3. After clicking on the “Save template” link, you will be asked to enter the template name
  4. After entering the template name and clicking on the “Save” link the template will be saved.

Next time you want to register a Toll Ticket, you may use the created template. To do this:

  1. Click the “By Template” button (the button is disabled if there are no templates) in the list of Toll Tickets.
  2. A list of available templates opens.
  3. After selecting one of the templates in the list, the Toll Ticket generation form with fields taken from the template opens.
  4. You can change the form data or leave them unchanged.
  5. Click the “Register” button.

Important! The routing is carried out by template according to current parameters of the list of Russian federal and regional highways.

When making changes to the list of roads and further use of the saved template for registering a Toll Ticket, the cost of the Toll Ticket is calculated in the moment of issue taking into account the relevant state of the roads listed.

If the list of roads has been changed since the last use of the Toll Ticket template, the cost of the Toll Ticket generated according to the saved template also may change. Thus, the Toll Ticket template does not fix the cost, but simply stores the waypoints in order to save the user’s time in the future.

On-Board Units

What should be done if on-board unit is lost or out of order?

1. In the event of failure or loss of the On-Board Unit when not on the way, an HGV owner informs Operator about that in a shortest time possible and takes the following actions:
(a) makes payment to offset the damages by registering a Toll Ticket,
(b) records the fact of loss of the On-Board Unit by means of personal visiting of the Toll Service Office.

2. In the event the loss or malfunction of the On-Board Unit is detected by HGV owner on the way, the HGV owner must stop the Vehicle, contact the Operator’s Call Centre and report the fact of malfunction or loss of the OBU. The Operator:
(a) identifies the HGV Owner by personal identification code and sets “Malfunction” or “Loss” status;
(b) determines the route point based on the information provided by the HGV Owner;
(c) issues a Toll Ticket to the end point of the route of the HGV Owner or Toll Service Office on the route depending on the balance of the funds on the HGV Owner’s Account such Vehicle is linked to;
(d) debits funds from the HGV Owner’s Account to cover the cost of an issued Toll Ticket;
(e) informs the HGV Owner about the possibility to proceed with the moving.

Thus, if the On-Board Unit is found to be faulty / lost on the way along the Russian federal highway, the HGV Owner is required to contact the Call Centre, report the fact of fault / loss of the On-Board Unit and register a Toll Ticket to proceed with the movement until the nearest parking / unloading place or Toll Service Office to return the OBU. If a failure or loss is detected when not on the way along the Russian federal highway (for example, when the Vehicle is in a garage prior to setting off on a journey), the HGV Owner is required to return the defective OBU to the Toll Service Office or register the fact of malfunction / loss of OBU with the Toll Service Office; registering a Toll Ticket through the Call Centre is not required in this case.

Please be informed that all contents of the faulty On-Board Unit must be delivered to the Toll Service Office as soon as possible, and where the OBU is lost, it is required to file a corresponding application with the Toll Service Office.

Important! Movement of Vehicle along the Russian federal highways with faulty OBU or without the same having failed to register a Toll Ticket will incur imposition of a fine in accordance with applicable law.

Is it necessary to use On-Board Unit when moving along Russian federal highways?

No it is not. There are 2 options for calculating the toll for offsetting the damage:

  • movement with equipped OBU (toll estimation and automatic debiting of the funds from the Account based on the vehicle movement data coming into the OBU system);
  • if OBU is not installed, the HGV Owner must register a Toll Ticket prior to journey for a one-time route and register the Vehicle and the HGV Owner in the Register, provided that no registration was carried out earlier.

How to properly install the On-Board Unit?

Detailed instructions on how to install the On-Board Unit are given to the user along with the On-Board Unit and is made available in the On-Board Units section of the website.

Is it possible to use the On-Board Unit abroad, for instance, on toll roads of the EU states?

No it is not. The On-Board Unit is designed only for being used on the territory of the Russian Federation.

I have an On-Board Unit. What if I deviate from the route due to road closure or in order to avoid getting in a traffic jam?

The On-Board Unit records the movements of the vehicle for automatic debiting of funds from the HGV Owner’s account to cover charges. The user has the right to independently choose and change the route of travel at their discretion when using the OBU. The system automatically analyzes all incoming charging events and payment calculation refers only to sections of the route along the Russian federal highways.

Who can enter into On-Board Unit Acquisition Contract and open account? How does contracting procedure look like? Is it possible to link one OBU to a number of vehicles?

  • A contract for free-of-charge use of OBU can be concluded either by HGV Owner of their authorized representative by contacting a Toll Service Office and providing required set of documents.
  • The list of necessary documents in order to enter into the contract is specified in the On-Board Units section of the website.
  • The account is created in the System automatically after registration in the Register System.
  • Execution of contract takes no more than 30 minutes, provided that all required documents have been submitted.
  • One On-Board Unit is attached to one particular vehicle.

I already have On-Board Units. Can I use them in the System?

The owner of a vehicle registered in the Register is free to register with the Operator a third-party OBU that meets the requirements established by the Operator provided that such vehicle owner or their authorized representative visits Toll Service Office in person based on application filed for registration of third-party OBU and submitted documents as specified in the Regulations on HGV Owner interaction and should such OBU complies with requirements set by Electronic Toll Collection Operator for such devices.

Is it possible to attach the On-Board Unit to account instead of certain vehicle to facilitate OBU transfer within truck fleet?

No, the On-Board Unit can be attached to certain vehicle only. The transfer and use of the On-Board Unit on other vehicles is unacceptable.
