ABOUT THE ETC SYSTEM

Platon Electronic Toll Collection (ETC) system was introduced to facilitate and process the collection of toll charges offsetting the damage caused to Russian Federal Highways by vehicles exceeding 12 tons of gross vehicle weight (HGV N3 sub-category).

Introduction

Platon collects, processes, stores and automatically uploads data on movements of Heavy Goods Vehicles (HGVs) exceeding 12 tons of gross vehicle weight. It covers all the Russian Federal Highways.

  • The ETC System Basics

  • How the ETC System works

    The ETC is payable in advance, i.e. before driving a HGV on Russian Federal Highways.

    There are two ways to pay the ETC:


    Toll Ticket

    A single Toll Ticket can be obtained at the Customer Portal, via a mobile application or at a Toll Service Office

    On-Board Unit

    For Vehicles equipped with On-Board Units the ETC charge is calculated automatically


    HGV Owners can top-up their accounts at the Customer Portal on Platon website, via a mobile application (available for all types of smartphones), at a Toll Service Office or at a Toll Collect Terminal.



    Toll Ticket payment:
    • from a Customer Portal in the ETC system
    Ways to top-up the account:
    • Bank transfer to the ETC Operator
    • By a payment card at the Customer Portal or via the mobile application
    • By a payment card at Toll Collect Terminals and at Toll Service Offices

    To get an On-Board Unit, a HGV Owner must sign a contract for its free use with the ETC Operator after submitting the relevant documents.

    HGV Owners install and activate their On-Board Units themselves.


    When a Vehicle equipped with an On-Board Unit joins a Federal Highway, the system determines the Vehicle’s position using GLONASS/GPS, periodically updates the location data and sends it to a Data Processing Centre via cellular networks.


    The information for every 24-hour period is analysed in the Data Processing Centre and the Toll is calculated automatically. As the HGV moves, its Owner’s account is debited accordingly. If the HGV stops for a long period, the On-Board Unit will enter a sleep mode.

    If the vehicle doesn’t use Russian Federal Highways or uses a Federal Toll Highway, the system will deduct these road stretches from the ETC Charge.

    The ETC payments are monitored by stationary and mobile control systems. These systems check whether HGVs are registered for ETC and whether their Owners have paid the applicable Toll.
