The Russian Government Order On Rules of Electronic Toll Collection to Offset the Damage Caused to Russian Federal Highways by Vehicles Exceeding 12 Tons of gross vehicle weight (No 504 of 14 June 2013) introduced an Electronic Toll Collection (ETC) from 15 November 2015. The Toll is collected to offset the damage caused to the Russian Federal Highway network by HGVs and is set at 2.84 Russian Roubles per vehicle per kilometre.

The ETC Operator will transfer all the funds thus collected to the Russian Federal Budget. The money will be used to repair, maintain and build new roads.

According to the Federal Act On Roads and Road Management in the Russian Federation (No 257-FZ of 8 November 2007), the following vehicles are exempt from ETC:

• passenger vehicles; with the exception of dual-purpose vehicles capable of carrying both cargo and passengers, i.e. cargo-passenger vans;
• emergency vehicles fitted with flashing lights and sirens and used by fire brigades, police, ambulance crews, emergency services and military traffic police;
• special purpose vehicles transporting military equipment and hardware.
