Registration In The ETC Register
To facilitate the ETC collection, the Operator maintains the Register, which is a structured database of ETC System users.
HGV Owners and their Vehicles are added to the Register free of charge.
Important! It is a HGV Owner’s responsibility to provide the full and accurate information and documents.
There are several ways for HGV Owners to add themselves and their Vehicles to the Register:
Registering at a Toll Service Office
To register at a Toll Service Office, HGV Owners must fill in registration forms for themselves and their Vehicles. A Toll Service Office representative will need to see the following supporting documents:
If the HGV Owner is a private individual, resident in the Russian Federation or abroad:
- a valid ID confirming the registered home address or address of residence (if applicable);
- a Vehicle Registration Certificate.
If the HGV Owner is registered as a sole trader in the Russian Federation:
- a valid ID confirming the registered home address or address of residence (if applicable);
- a Sole Trader Registration Certificate with a readable Primary State Registration Number of the Sole Trader (OGRNIP);
- a Tax Registration Certificate;
- a Vehicle Registration Certificate.
If the HGV Owner is a company registered under Russian law:
- a copy of Certificate of Incorporation and a Tax Registration Certificate;
- a Vehicle Registration Certificate.
If the HGV Owner is a company registered under foreign law:
- a copy of a Companies Register entry from the country of origin or a similar applicable document confirming the legal status of the foreign company;
- a copy of Registration Certificate of the foreign company;
a Vehicle Registration Certificate;
- a Vehicle Registration Certificate;
- a valid ID of the person applying.
If the application is submitted by an authorised representative of the HGV Owner, the following additional documents will be required:
- a valid ID of the authorised representative;
- a power of attorney or a similar document, valid at the time of application.
Documents shall be provided with translation into Russian language. Validity of documents must be notarized and legalized under the procedure established by Russian legislation.
By signing the ETC Register application a HGV Owner (or their authorised representative) agrees, among other things, to allow their data to be processed in accordance with Federal Act On Personal Data (No 152-FZ of 27 July 2006).
In order to add more Vehicles, a registered HGV Owner should submit their particulars – as detailed in their Vehicle Registration Certificates – to a Toll Service Office representative.
Registering at the Customer Portal or at a Toll Collect Terminal
When registering online or at a Toll Collect Terminal, HGV Owners must provide the following information in their registration forms:
Vehicle information:
- country of registration;
- licence plate;
- vehicle make;
- vehicle model;
- Vehicle Identification Number (VIN);
- gross vehicle weight as stated in a Vehicle Registration Certificate or as stated by the vehicle manufacturer for the Vehicle Type Approval;
- Vehicle Registration Certificate particulars.
HGV Owner information:
If the HGV Owner is a private individual, resident in the Russian Federation or abroad:
- Name, surname, middle name or patronymic (if applicable);
- HGV Owner’s telephone number
- HGV Owner’s email address.
If the HGV Owner is registered as a sole trader in the Russian Federation:
- Name, surname, middle name or patronymic (if applicable);
- Primary State Registration Number of the Sole Trader (OGRNIP);
- HGV Owner’s telephone number;
- HGV Owner’s email address.
If the HGV Owner is a company registered under Russian law:
- Short company’s name;
- Name, surname, middle name or patronymic (if applicable) of the company’s CEO;
- Tax Reference Number;
- Primary State Registration Number;
- HGV Owner’s telephone number;
- HGV Owner’s email address.
If the HGV Owner is a company registered under foreign law:
- Short company’s name (if applicable);
- Name, surname, middle name or patronymic (if applicable) of the company’s CEO;
- full postal address of the HGV Owner in the country of origin;
- HGV Owner’s telephone number;
- HGV Owner’s email address.
If registering via the Customer Portal, HGV Owners must attach electronic copies of Vehicle Registration Certificates to their ETC Register application forms.
Documents shall be provided with translation into Russian language. Validity of documents must be notarized and legalized under the procedure established by Russian legislation.
If a HGV Owner is represented by an authorised representative (or representatives), the following additional information on the representative(s) must be submitted:
- name, surname;
- telephone number;
- email address.
By signing the ETC Register application a HGV Owner (or their authorised representative) agrees, among other things, to allow their data to be processed in accordance with Federal Act On Personal Data (No 152-FZ of 27 July 2006).
Following a successful registration in the ETC Register, HGV Owner gets a customer account.
If the registration was processed by a Toll Service Office or via the Customer Portal, the HGV Owner will get a login and password for web account access, as well as a PIN for Service Hotlines and Toll Collect Terminals.
