The advantage of public-private partnership in creating the toll collection system for the Russian Federation is that the Road Fund receives a new source of funding, and the state does not spend a single rouble on the creation of the System and obtains its facilities in ownership created using modern technologies, and that the payment of the concessor is returned to the economy of the country.
The annual fee of the grantor, established by the Government of the Russian Federation, in the amount of 10.6 billion roubles, goes to compensate for the costs of creating the System and for its maintenance, including periodic replacement of equipment to maintain all objects and elements of the System in proper working order.
The maintenance costs of the System are 59%, the loan repayment is 35%, and the profit is only 6%. The average payback period for such projects is 5-8 years. Considering the coverage of the territory and the scale of the “Platon” System, the payback period for the financial model is 11 years.
Transparency of all actions of the operator of the Russian toll collection system confirms the fact that a special bank account is used to account for cash. It is intended solely for payment reception, for transfer of collected money resources to the federal budget revenue and for the return of funds for cancelled toll tickets to owners of HGVs exceeding 12 tonnes of gross vehicle weight. The operator transfers the funds to the federal budget on a daily basis in the amount calculated by adding up all the payments for the routes travelled by vehicles over the past 24 hours (as of 1:00 am Moscow time on the day following the reporting day). In addition, the operator reports daily to the Federal Road Transport Agency on the receipt and transfer of funds.
Thus, public-private partnership is an effective way of attracting investments, contributes to economic growth, improves and develops infrastructure.
