Control over the waste movement was tested using the state system “Platon”

RT-Invest Transport System LLC developed and tested a prototype of a waste movement control system based on the state system “Platon” upon order of the Government of the Russian Federation. The project was presented at the international exhibition forum EcoTech, which opened in Moscow today.

Visiting the demonstration stand, Sergey Ivanov, special representative of the President of the Russian Federation for environmental protection, ecology and transport, and Sergey Donskoy, the Minister of Natural Resources and Ecology, highly appreciated the technological solutions of RT-Invest Group of Companies in the field of the formation of an integrated waste management system.

“A lot of environmental initiatives were implemented during the Year of Ecology, but the project on the development of an integrated waste management system deserves special attention. This is a long overdue decision, which has been long considered. At the moment, the Moscow Region annually produces more than 11 million tonnes of waste, and this figure is constantly increasing. Introduction of new technological approaches within the industry related to collection, transportation, processing and recycling of wastes, as well as their processing into energy, will allow solving the issue in the near future with the formation of illegal dumps, reducing the share of burials in the Moscow Region by 30%, and approaching “zero burial” in Kazan, noted Sergey Ivanov.

“When creating the project, we were looking for an optimal solution that would systematise the situation in the industry as soon as possible and improve the ecological situation in regions. The new system included the most advanced domestic technologies, such as the GLONASS system and the “Platon” system,” said Andrey Shipelov, General Director of RT-Invest Group of Companies.

12 thousand garbage trucks, 80% of which are equipped with free-of-charge GLONASS-based on-board units of the state system “Platon”, are exploited in Russia at the moment. This means that the creation of a control system for the movement of solid municipal waste does not require additional equipment for the truck fleet.

The waste movement monitoring system provides that sorting stations and legal landfills should be equipped with weight control tools integrated into the “Platon” system. In addition, the project employs LPWAN standard for data transfer. The use of this technology makes it possible to uniquely identify vehicles carrying SMW both in places of legal landfills and illegal spontaneous landfills.

Anton Zamkov, General Director of RT-Invest Transport System LLC, explained that all technical components had been implemented in the prototype of the system, special autonomous sensors had been developed to monitor the level of container occupancy and unauthorised unloading from vehicles. On-board units of the “Platon” system, capable of receiving data of autonomous sensors according to the LPWAN standard, have been modified. Autonomous sensors have been developed for the hidden labelling of places of illegal polygons—”dirty labels”, which are capable of operating in an autonomous mode for more than 5 years. Processes and procedures for automatic identification of vehicles entering SMW landfills and marshalling yards with simultaneous control of the mass of waste placed at the landfill have been worked out.

The existing infrastructure of “Platon”—mobile patrols and frames installed on highways— can be used to control the movement. To solve the state task on the exclusion of illegal and spontaneous landfills, all the necessary legal and regulatory documents are being finalised to start the application of the integrated system.
