In order to access the cities hosting the 2018 FIFA World Cup, foreign bus carriers will be able to install the Platon State System on-board units. Equipment will be available for bus owners to access 11 hosting cities after security deposit is paid. Installation and connection will be free of charge. Security deposit for equipment will be returned to bus owners if and when they return on-board unit when leaving Russia. It is noteworthy that no road toll payments will be charged from buses under the Platon System.
Installed on-board units will contribute to the safety of both bus owners and passengers. Full details of vehicle routes will be transferred to ANO Transport Directorate 2018. The driver will be able to make emergency call to emergency response services by pushing one button, and satellite navigation equipment will be capable to detect the location and sending data to the ERA-GLONASS System for rescue purposes (if needed). Bus drivers may make an emergency signal to emergency response services by pushing one button on their on-board units. Each of the Platon on-board units will be assigned to a specific vehicle and may not be used in any other bus.
In accordance with Clause 5 of Decree of the President of the Russian Federation No. 202 dated May 9, 2017 “On the Specifics of the Application of Enhanced Security Measures during the 2018 FIFA World Cup and the 2017 FIFA Confederations Cup in the Russian Federation” Kazan, Moscow, Nizhny Novgorod, Rostov-on-Don, Samara, Saint Petersburg, Sochi (from June 1, 2018 to July 17, 2018) and Volgograd, Yekaterinburg, Kaliningrad, Saransk (from June 1, 2018 to June 30, 2018) are accessible for buses equipped with satellite navigation equipment. The equipment of domestic carriers has to be identified in the Government Automated Information System ERA-GLONASS, whereas foreign bus owners have to install the Platon State System on-board units.
Apart from installing satellite navigation equipment, both foreign and domestic carriers will have to give notices specifying the details of scheduled trips, the location, time, and route for every bus through a dedicated web resource of ANO Transport Directorate 2018 at bus.transport2018.com.
